Advocacy for Budget Participation, Transparency and Accountability

Definitions


Advocacy: “The act of pleading or arguing in favour of, and showing active support for, a cause, idea or policy.”


Budget participation, transparency and accountability: This cause is central to CEGAA’s programme work in budget monitoring and expenditure tracking, which addresses the following problem areas:

1. Insufficient participation of citizens in budget policy planning and implementation monitoring.
2. Lack of technical skills to monitor use of public funds at local level.
3. Inadequate output monitoring at the level of service delivery.
4. Gaps in the translation of actual spending into real life impact.



CEGAA’s Contribution


CEGAA conducts capacity-building for advocacy to assist civil society organisations in effective mobilisation, using collaborative research findings as strong evidence for advocacy messaging. We establish partnerships with CSOs and local government, so that communities may exert influence on government implementation of the budget at local level to strengthen healthcare systems and improve healthcare spending and its outputs.
