Strengthening TB Programme Financial Capacity Building for Provincial TB Programme Managers and Finance Managers: The TB Linganisa Project 18th-20th November 2025.


CEGAA had the privilege of facilitating the TB Linganisa Project Capacity Building Workshop at the Premier Hotel OR Tambo International Airport.


Over three days, colleagues from the National Department of Health (NDoH), CEGAA, Genesis, and provincial TB and finance teams came together with one shared goal: to strengthen planning, budgeting, reporting, and performance management for South Africa’s TB programme.


Key Focus Areas:

Strengthening provincial capacity to plan, budget, and report using effective financial & non-financial tools.

Deepening understanding of the NDoH structure and the purpose of TB Conditional Grants.

Improving utilisation of systems and tools for planning and performance monitoring.

Aligning provincial business plans with the 2025/26 TB Grant Framework.

Enhancing collaboration between TB programme and finance managers to improve expenditure management and accountability.

Building capacity on the updated business planning template, budgeting, and target setting.

Programme review and identification of tools to track financial and non-financial indicators.


Insights on the cost of BPAL-L for MDR-TB treatment.

Outcomes harvesting aligned to National Treasury evaluation guidelines.

Provincial reflections on TB targets for 2026/27.

Detailed walkthrough of the updated TB business planning template.

Hands-on group work on budgeting, target setting, and programme diagnostics — supported by roving facilitators from CEGAA, Genesis, and NDoH TB directorate and Grants Office.
